Get the tasks from Terraxs in Crescent Reach, turn in the items for your Battlelancer Chain armor.

Quest part 2:

(Unconfirmed) Turn in Armor reward (Battlelancer) from part 1 along with  A Large Faintly Glowing Powersource to Terraxs to recieve your Atathus`s Battlelancer Chain reward.
